The Governance and Social Development Resource Centre (GSDRC) supports the knowledge needs of the international development community in relation to governance, conflict and social development. Funded by the UK Department for International Development, the GSDRC aims to help reduce poverty by informing policymaking and enhancing professional knowledge and competencies.
Fewer communal conflicts are being fought today than at any time since the early 1970s. What are the strategies that have brought about this trend? How can the more intractable conflicts be managed? This book chapter from the United States Institute for Peace suggests that a doctrine of international good practice is responsible for the resolution of many conflicts. However, new strategies are needed to deal with the threat of international terrorism. These should look at the root causes of terrorism and establish effective responses to it.
Is decentralisation always consistent with development goals? This month, we are examining Decentralisation and Development: Emerging Issues form Uganda'a Experience with Madina Guloba from the Economic Policy Research Centre in Kampala. According to Madina, decentralisation in Uganda has contributed to improved service delivery, fostered participatory planning, created a sense of local ownership and improved accountability. Nevertheless, she believes Uganda may now have exhausted the benefits which decentralisation can bring, illustrating that there are optimal levels of decentralisation which are consistent with certain levels of development.
